R7000 port forwarding not working (wake-on-lan specific)

I searched for the last few hours for "R7000 port forwarding not working" on google, and there seem to be quite a few issues with this router, but none seems to relate to my specific problem.

 

I want to forward port 9 for wake-on-lan so I can turn on my PC from anywhere and TeamView in it.

 

My router seems to work fine and there is no poroblem setting up the port forwarding. No missing settings or inactive fields (unlike what other people report)

The problem is that after everything is set up the WoL/port forwarding simply doesn't work.

 

How am I sure I've set up everything correctly? Well It does work in some very rare occasions, without me touching anything. Infact the first time I tested it after the initial setup, the PC did woke up, so I thought everything was fine. But the next time I tried it failed to wake up. That was quite some time ago. I try to trobleshoot the issue form time to time but to no avail.

 

I use an app on my phone to wake up my PC. I've added two setups: One for waking up my PC from within my network and one for waking up from outside;

 

The local network setup is:

192.168.1.255 port 9

<mac address of my PC>

 

Waking up my PC using that option always works! there is no porblem there.

 

The WAN setup is:

<The static IP given by my internet porvider> port 9

<mac address of my PC>

 

In order to ensure that I don't somehow wake up my PC through some internal route I disable my phone's WiFi, so the only internet connection it has is through my mobile service. This way I can be sure it's actually outside my local network.

 

As I sayed it worked the first time, and if I'm not lying to myself, it works the first time, every time I tinker with the port forwarding settings! :O It works once and then it stops until the next itme I shuffle the settings and set them back to normal.

 

Everything worked with my previous router, but it went defunct, so I thought I buy some really expensive router so I don't have any more porblems... And then that :(

 

I have the R7000 for quite some time now, it went through many firmware updates but this issue stays. Even though it was bummer not being able to wake up and work with my PC remotely, now I have a more important reason why I want port forwarding to work.

 

It can't be that my IPS blocks prot 9 since it works some times?!

It can't be that I've set the wrong settings since it ..... works sometimes?! (and I don't think tere is much to it: UPD, port 9, local IP of the PC to be waken)

 

I've attemted restarts - they don't help.

I haven't gone through reset-to-factory-defaults because I'd hate the chore of setting up everything again but if you guys recommend me to do that I'll do it.

 

Using canyouseeme.org I can see ;) that my router simply doesn't forward any ports - none.

    Ok was wondering if there was a modem or modem/router in front of the NG router. 

     

    uPnP should be disabled if you have any PF configurations set.

    What ISP Modem Mfr and model do you have? 

     

    Is uPnP disabled while you have PF configured?

      UPnP is enabled.

       

      About the modem I'm not sure. I get a LAN cable to my house, there is no modem (that I know of). As it seems all clients to my ISP myself included are part of a big LAN. Connected through what I believe are simple switches. All I know is that I have a public static IP address that I can access form anywhere...

       

      That LAN cable is directly connected to my router. The cable leads to a box on a pole outside, but I believe that is a switch not a modem, because all near by houses are connected to it.

       

      I believe my (local) ISP is connected through optic cable to itheir ISP and we are all connected to through LAN cables... That's a common practice in my country.
