R8000 wired speed slower than direct modem connection

I have Cox gigabit internet with a Netgear CM1200 modem and R8000 router. Firmware version on router is V1.0.4.46_10.1.63.
If I connect my modem directly to my PC I get the full advertised speed of 940Mb/sec and actual downloads of about 114MB/sec.
If I use my R8000 router I only get about 250Mb/sec with downloads maxing out at 30MB/sec.
I do not and have not used QoS. I do not and have not used traffic meter. I do not and have not used port forwarding, Circle, parental controls, mac address clone, site blocking or keyword blocking. I've tried factory resetting both the modem and router without any improvement. Is there anything I can do to get my full internet bandwidth using the router?

There are few threads with even more users having this issue with 1.0.4.46.
The only fix seems to be to roll-back the software as Netgear appear to have no interest in this issue.
