Router AC 1750 R6700v3 Power LED Flashing
Possible firmware corruption during update when internet connection was lost. No other LEDs are on and no devices can locate the Router

Hopefully a lesson learned. Experienced Netgear users prefer to perform a manual firmware update using an Ethernet connected computer with a web browser. No internet connection required.

Do not know if your are a Windows user or iOS.
There are some YouTube videos on this subject. Not specific step by step, but general overall process.
My setup: Xfinity -> Netgear CM2050V -> Netgear R9000 (Voxel V1.0.4.71.1HF)

and if that doesn't work, you can try using nmrpflash
