Tftp can take a few attempts and requires certain timings. I recommend trying it a few times. And if it doesn't work, the only other thing I recommend is using nmrpflash.

Also when you plug the router on, click on the reset button for like 20-30 seconds and see if the power light turns white and then try tftp to upload software at that point. If it doesn't turn white just run the tftp again. That amber light can also mean that the power adapter is bad so try another power adapter.
