It should be able to for wired devices.
Wireless devices, not so much. The vast majority of AC wireless devices couldn't get anywhere close to those speeds (a few exceptions).
Even the newest AX devices won't all saturate gigabit over wireless and they need both an AX router and AX device (phone/laptop, etc) and close range to hit gigabit over wireless.
