Measured how?

What is your "att modem"? Maker? Model number? Is it actually a
modem, or is it a modem+router?
What speed do you see if your computer/device is connected directly
to your (unspecified) "att modem"?

Some _parts_ of it can operate at 1000Mb/s.
A BGW210[-700?] is a "gateway" (modem+router), not a simple modem.
Cascading multiple routers can cause multiple problems.
Given that you already had a wireless router in the BGW210[-700?],
why did you add the R7000?
If your goal was to extend the wireless-network coverage of the
BGW210[-700?], the you might want to configure the R7000 as a wireless
access point (leaving the BGW210[-700?] as your router).
Visit http://netgear.com/support , put in your model number, and look
for Documentation. Get the User Manual (at least). Read. Look for
"Set Up the Router as a WiFi Access Point".
If the R7000 has some especially desirable router features, then you
might want to configure the BGW210[-700?] as a modem-only ("bridge"
mode), and use the R7000 as your only router.
