Access poing not obatin an IP address

I am attempting to set up a guest network on Netgear-2 (I have renamed it). Netgear-1 works fine. Netgear 2 will not obtain an IP address. I have a fortinet router and have configured NG to act as a wireless access point. Nothing else is physically connected to the NG. Unless I enable "allow access to wired ports,"" it will not obtain the IP address. If I disable that setting then it works. But if I do that, a device connected to Netgear 2 can ping the office computers, –that is what I want to prevent. Netgear 3 does not have that setting. But also will not obtain an IP address.

Netgear has set up a community forum specifically for the Business Wireless products. Most of the people who watch that forum are more likely to have experience with business wireless products. Might be more likely to find someone who has a solution if the question is posted there:
