Admin page is accessible from outside even when web services management is off

Admin page is accessible from outside even when web services management is off
When I type in my IP address in a web browser, admin login page pops up even though I do not have the 'web services management' on. This means anybody can access this admin page and try a combination of passwords to break in. Isn't this sort of a security risk? Is there a way to disable this? FYI, I do not forward port 80.

Okay. I tried from my cell phone with wifi off, and the admin page does not load up. Thanks and sorry for this redundant post.

No apology needed, but it does illustrate the value of a precise,
accurate description of actions and observations in a technical problem
report. You might pretend that you're ex-LAN, but the router knows
better. Everything's complicated.
