Blocking access to 2 wireless connections

We have 2 wireless connections on our Netgear router, one is the main connection and the other is a backup. How can I block access to both connections. If I block a device, it just blocks the access to the main connection, not the backup.

try to download the nighthawk app on your phone and see if both connections show up and pause the 2 connections.
