C7000 Shows Random IP for LAN device

C7000 Shows Random IP for LAN device
Hello,
For some reason my router is showing a random public IP for a device on my LAN. (Its a raspberry pi)
I setup a static IP of 192.168.0.20 and port forward of 44158 to the device but when I view attached devices it will show the IP of 192.168.0.20 then randomly back to 9.128.223.0
We are looking at the top device in the pictures below.

After refresh it shows this
In addition when I check the router logs it shows this
I looked up that IP and its a public IP for a place in NC. What is going on?
