By specification, DOSCIS 3.1 is backward compatible with DOSCIS 3.0. No such thing as a DOSCIS 3.1 only modem.
I think your provider was feeding you a line.
You are mixed up with your terminology. Both the CM1000 and the CM2000 devices are cable modems only. They have no capability to function as a router. You would need to connect a router downstream of either modem.

And yes I know the difference between a router and modem. There was no drop down tab available for "modems" just routers

I don't know where this drop down was, but it might have been different had you started your conversation in the appropriate section:
