Can't Complete Setup R7000P

I’ve been trying to complete the router setup via the app, and every time I get to the part about recognizing the router, it cannot do it. The WiFi signal is showing on my phone and the WiFi network name appears, but it still doesn’t recognize the router. I have reset to factory and repeated the process; same results. I need help, please.

What messages do you see at each step?
What "app" are we talking about here?
