Circle enabled on router but cannot disable WhatsApp

I have Circle enabled on my R7000 router and I have added Whatsapp as one of the platform so that I can set it Allowed and Not Allowed for my kid's iPhone. Not sure why but even though i have set Whatsapp to "Not Allowed", my kid's iPhone can still uses the application. Anyone is having the same issue and anyone knows how to solve this, please? I have tried set YouTube as "Not Allowed" and it does stop my kid using it on his iPhone.

Phones are not wireless only devices, and therefore do not soley depend on the router for connectivity.

 

They have a cellular connection. 

 

My parents had a simple solution. Discuss with us, give one warning, then the belt.  If you don't have the stomach for discipline, then take the phone away for a week.  Both work, the first option just works more quickly.
