How To block a DVR from the internet unless accessed through a VPN(iPad).

I have a cheap camera DVR/NVR that I have setup to view multiple cameras at my shop.  I want to:

-block it from getting to the Internet.

-allow local devices (in same subnet) to connect.

-allow devices connected to the router’s VPN (OpenVPN) to connect from the Internet.

 

I can block the DVR from seeing the Internet if I turn on access control and block it's IP (x.x.x.41).  I can still see it from all of the devices in my subnet.  The problem comes in when I attach to my network through the VPN.  I can’t “see” or connect to the DVR.  I was under the impression that a VPN is part of my local network and thought that by turning off access control for the DVR should not matter because my VPN clients would be considered local.  I get the same issue whether this be a TUN or a TAP connection (Windows PC or iPad).  Thoughts?

What does your VPN setup looks like?
Are you sure you have local (home) network access using it?

TUN and TAP are both set for UDP on the default ports.  VPN is set for home only.
