Assumption, due to no real info, such as what the indications are, LED status lights on/off is this is a new install

If so you need to do things in a set sequence.

Power off both the modem and router. This is assuming the modem is a modem only as you did not indicate.

Next power up just the modem and let it stablize, about 2 to 3 minutes. 

Next power up the router. 

When the router finishing powering up you should then have Internet connection. 

This is all assuming new install.

 

If above does not work then further info will be needed.

What version of firmware are you using, number not something like latest.

What is the modem, make and model.

What is the ISP?
