I did the reset on the back of the router by unplugging the power cable, holding in the reset button while reinserting the power cable but my router restarted as when I shut it down. Signed in with the same passwords, LED lights were still off so did I do a factory reset or not?

Not how to do a normal reset. With router powered up, press the reset button for 7 to 10 seconds or until the lights start flashing. That should reset the router.
