MAC address locking

I am using circle and my kid has found a way to get his XBOX bounced out of " his" catagory which we have it assigned to. He is doing this by changing the MAC address on his XBOX. When he does this it is considered a new device connecting and the "new " XBOX" gets dumped into the "house catagory" which does not have his useage parameters set. Is there a way in the router to block anyone changing the MAC address?

Not exactly.  You might find some relevant information in a widely
    neglected resource:

          https://en.wikipedia.org/wiki/RTFM

Visit http://netgear.com/support , put in your model number, and look
for Documentation.  Get the User Manual.  Read.  Look for "Enable and
    Manage Network Access Control".

Consider the possible implications of an option like "Block all new
    devices from connecting".
