Did you try a factory reset? Push and hold reset for 7-15 seconds while powered on?

Or try a 30/30/30 reset? Push and hold reset while powered on for 30 seconds, continue to hold and power it off for 30 seconds, power it back on all while continuing to hold the reset for another 30 seconds.

If that doesn't work, you might need to try recoving via tftp.

 if so, follow this guide

https://kb.netgear.com/000059634/How-to-upload-firmware-to-a-NETGEAR-router-using-Windows-TFTP

just make sure you enable tftp

https://www.thewindowsclub.com/enable-tftp-windows-10

and here's a video walk through.

and if that doesn't work, you can try using nmrpflash

The manual will tell you what the LEDs mean:

If you visit the support pages:

Support | NETGEAR

you can feed in your model number and find the documentation for your hardware.

Check the troubleshooting section in the manual.
