Are the LAN ports connected to the input Ethernet port if the power is off?

An Ethernet interface is bidirectional; there are no input ports or
output ports.
When the router power is off, _all_ its Ethernet ports, LAN or
WAN/Internet, are inactive. Just like its USB port. And its everything
else.
On a router (or network switch) there's never a direct/passive
connection between one Ethernet port and another; there is always some
electronics between them. No power, no connection.
Is there some actual problem which you are trying to solve?
