Nighthawk M1 20 user limit?

The nighthawk M1 specks are the perfect solution to wifi our airport project except for one drawback.
The 20 user limit. We need maybe 250 max users at one time to distribute to our outdoor mesh system.
Is that limit set in the M1 box/software or by the carrier?
Has anyone figured out how to use it as a IPS with more than 20 users?
We need a solution for 250 users with a directional antenna as our signal strength sucks and won't have cable for 6 months to a few years as we have been hearing 6 months for at least two years.
The only other solution I could find, so far, is CradlePoint's AER2200 sim-card router, but it's $1,200.

A work-around for the MAC restriction to about 20 clients would be adding an Ethernet NAT router, like a consumer Nighthawk router, or a BR500 - so _all_ clients appear to come from the very same device.
Next limits you might hit are the number of concurrent NAT sessions by single MAC and by all MAC addresses. 250 clients on a single mobile "router" might be rather challenging.

Thank you, that may work but found a better solution one with two sim card slots with data limit fall over protection and no user limits.
I'm still going to buy a Netgear M1 to meet out the 2nd need of a portable hotspot to video stream our chapter fly-ins all across the USA.
Thank you for your help, it would have been fun to try.

Well yes, sort of, = some of our PRA = Popular Rotorcraft Association chapters do share with the EEA chapters, but we are independent of the EAA.
