We are using this router with static addressing. We are considering using the guest network, but the guest side would need to use dynamic addressing while maintaining static addressing on the other side. Also, we would like to limit the number of users logged in to the guest network. I am not really clear on how to accomplish this and am asking for advice.

Since the router uses the same subnet for wired and wireless clients, it's about managing your DHCP Pool. Create a DHCP lease pool outside of your static ip addresses. There is no control on how many user's can connect to the Guest network, other than who knows the password. R7000 manual.
