What modem are you using? Thats kind of key here.
Many times its a modem/router combo device for the modem. This can cause a double nat.

New install requires doing things in the correct sequence.
1 power off modem and router.
2 power up JUST the modem and let it stablize, normally around 5 minutes.
3 power up the router.
You should now have the router connected to the Internet. Reason for this sequence is the modem needs to forget about the old router so that it can talk to the new one so this is kinda of a reset for the modem. However, the modem must be fully up before the router is brought up.

What speeds do you pay for? that is a quite old modem. It should still connect but its nothing to brag about for a modem. And its a docsis 2.0 device with a max speed of 38mbps.
A modem upgrade should be considered in the future

well that modem is capable of 5mbps. I didn't even know they still offered 5mbps over cable. that's usually a speed over dsl.
that modem was originally manufactured in 2004.

so it works when you're going modem----old router----nighthawk. Correct?
If you're going to leave it in that arrangement, I'd place the nighthawk in AP (access point) mode to avoid a double nat conflict.
