You will have to provide far more details than just that.

 

What exactly is slow? wifi or wired?

How are you testing?

What's your speed from the provider?

Which modem do you use?

I pay for 600 speed package from Xfinity. When I test the speed on the nighthawk router app I'm only get around 300. I've had the Xfinity people come and check everything. The modem is fine. It is an arris 8200 3.1. Its pushing 700 at times. He checked our lines and they're all fine as well. The firmware is up to date.

Also the router constantly reboots itself whenever we have 2 or more TVs streaming. It's really bad if one of the tv is streaming a 4k movie or show

are you testing over wifi? if so, 300 Mbps on a phone/tablet/laptop sounds the max it can get if it's a 1x1 or 2x2 wifi card/chip. The speeds on the router package are theoretical and combined speeds and you'll never reach them even over ideal conditions

The most stable firmware version for the R7000 is .42. You might wanna downgrade as anything that comes after either removes features or is unstable or both. you can download .42 from NETGEAR's site and use the Web GUI at http://192.168.1.1 to flash it - do not use any apps or wifi!

What firmware is on the R7000? This is a bit of key as the R7000 is notorious for not having great firmware. I'd install the .42 firmware, factory reset, and manually reinstall if you're on a newer version.
Are you using qos? It isn't recommended >250mbps. If you had it enabled, try a factory reset and manual re-install. I've read of the qos settings being retained on some devices even when disabled and rebooted.

I've tested over wifi and hard lines. Even the Xfinity guy tested while he out and his test was showing below 300. He said I might need a new router to get the speed up

yes, he tested on a router that might be running old qos settings or bad firmware. if those were in place, it wouldn't matter what was being tested with.

What firmware are you on?

Have you tried a downgrade, factory reset, and manual reinstall? The R7000 responds great to these.

Its running on the latest firmware v1.0.10.90_10.2.90

Try downgrading to the .42, doing the factory reset, and manually reinstalling. Don't install a backup configuration. the .88 and .90 firmware added armor and some devices had issues/slow downs.

I installed the older firmware. The speeds are up but it is still rebooting itself every 5 minutes whenever more than one tv is streaming. I dont get it

When you re-installed did you factory reset? 

You might indeed have a bad device or a bad power supply.

You can test the power supply. If you have a roughly matching (same exact voltage and at least the same amperage) power supply, you can try plugging it in and seeing if it works and keeps it running. if you've got one and it makes it work, a few bucks for a power supply might be worth the $ for this router. If it doesn't, its the router itself that could be bad.
