QoS not working

When I had a 100/10 cable Internet connection, I used the QoS feature to keep buffer bloat to a minimum. I upgraded to a fiber 300/300 connection today, and when I set the QoS to 300/300, I get about half that speed and buffer bloat is still there. I updated the firmware. It didn't fix the problem. Can this router not QoS a connection this fast?

I decided to call the ISP and have them take their router out of bridge mode. I just took the Netgear out of the equation and all is good. Guess I don't need Netgear anymore.
