R6400v2 stopped working LEDs briefly come on and then go out when turned on

I purchased my R6400v2 Router about 18 mo ago. It's connected between my cable modem and PC via Cat5, and wirelessly to my laptop, phone & tablet. It was working fine, then from my PC I lost internet and the connection to router over Cat5 from PC. Also lost internet over wireless, even though it still showed a wireless connection to the router. Checked my internet modem by connecting direct, it was fine. So I rebooted the router. But when I switched it back on, most lights flashed on for one second and then went dim, but the power light did not light up at all. I checked the adapter & its putting out 12.28v. I tried using an older adapter from a previous netgear router and the same thing happens. I've made no changes to my system and power connects through an APC UPS. I have not updated the firmware in some time, so I dont know if it needs updating.
