R6700V3 Downstream QOS speed issue

Hi Guys, I just purchased this router and I'm having some speed issues when QOS downstream is enabled, currently running latest FW.
My ISP speed is 50 MB, when QOS enabled, I get 1mbps in average from speedtest.net, is this normal? I\m getting it on both bands, 2.4 abd ghz.
Any ideas? Should I avoid using this feature?

What I changed was the cable from cable modem to router to cat 6 cable and it worked. perhaps my old cable was defective.
