R7000 firmware V1.0.7.6_1.1.99 on windows 8.1 64 bit (USAGE)

I'm not shore if I'm in the right place for my question but here what I want to know.  Is the OpenVpn free and is it to be use for going on internet for browsing and searching and streaming creating a tunnel ???

I'm new with VPN and on my R7000 Netgear I see in advance setup VPN services is that what I mention in above ??

My operating system is Windows 8.1 64 bit.
