R7000 nighthawk not giving me my full speeds

Hello, i was wondering why my router isnt giving me my full speeds, recently had an upgrade which is 360 down and 36 up.
The providers router is giving my full speeds, but i dont want to use the providers router as they are known to be rubbish, so i installed the r7000 router, not enabled QoS or anything just did a quick setup. I then test the Internet speeds and in barely getting half.
Is my router faulty?

What modem/gateware are you using? 

did you factory reset the router and set it up? 

Also make sure access control, qos, traffic monitoring, and parental controls are all disabled. If they were enabled, factory reset and reinstall. Reason why is those services disable CTF which is needed for speeds >250mbps. And I've read of instances where ctf doesn't get re-enabled when those services get disabled.

Ive checked and there all disabled
Also my provider is virgin media and the modem is an hitron modem, its built for routers.
I don't know if the routers faulty or just old

The Hitron CGNV4-FX4 is a modem/router combo device. 

It could be restricting the R7000 since you have 2 devices running in router mode. 

have you tried running the hiltron in passthrough/modem only mode?

Or the Netgear in access point mode? 

Or even put the netgears IP address in the hiltron's dmz? 

This prevents a double nat.

Just factory reset the netgear and leave it with its basic settings?

yes/no.
Factory reset it-yes.
Leave it with default settings? depends on what route you choose to fix the double nat issue from running 2 router's

The hitrons in modem mode.
The netgear is in router mode
