R8500 V1.0.2.130 VPN No Server Certificate

No idea why this VPN is not working, followed all the proper steps to setup and I cannot connect.  I have rebooted a number of times, tried to roll back the firmware to V1.0.2.122, and hard reboot by turning off the physical router.

 

R8500 Firmware: V1.0.2.130

Dynamic DNS Service: This is setup properly with NO-IP

OpenVPN Version: openvpn-install-2.4.6-I602

Windows OS: Windows 10 Pro for Workstations, Version 1809

I have the exact same problem with the exact same model and firmware. I've added the following line to the end of the config file but it still doens't work: "tls-cipher "DEFAULT:@SECLEVEL=0"".
