Does this happen with any other wifi device or only your apple products?

Yes.

I have iPhone X, it was able to connect to wifi at my colleagues house and also at my cousins house with out any issues but not able to connect to wifi at my house (As the router keeps rebooting/power cycling continuously, if i connect iPhoneX).

I have puchased this device in 2019 and do not have any issues until my netgear router upgraded to new firmware v1.0.4.98_10.0.71.

I have faced similar issue with apple products like macbook 2018 & 2009 , iPhone5s, iPad2 and also with Google ChromeCast2.

You could try to revert the firmware back see if that makes any change. Also, you could try to disable or enable the setting I linked below in the KB.
