Slow Upload Speed R6700v3

I am trying to figure out the connection issue between my Desktop to my router. My current upload speed is the issue.
This is on the Router 

This is connected directly to the modem.
This is on a laptop that caps at 100 mb/s

I am trying to resolve the issue of the slow upload speed, from the desktop to the router. All of these connections are Ethernet based.

I should also note, I have Hard Reset the router. I have also taken the PC to the shop for Diagnoses, and I have checked for any additional updates pending.

What modem do you have? 

What firmware is on the router?
