VPN Connectivity Issues with R7400
I'm trying to enable VPN Service on my new router. It's model number is R7400 (../support/product/R7400.aspx) but for some reason this doesn't show up in the New Forum Post Model dropdown -- I've actually had some general difficulty finding information on this specific model, I'm not sure why.
It's running what appears to be the only firmware available: V184.108.40.206_1.0.1 (I don't see any "Previous Versions" on the support page).
On my Windows machine, using Chrome to the Router's web interface, I'm able to enable the VPN Service with the "Clients will use this VPN connection to access: All sites on the Internet & Home Network" selected, and generate the .ovpn file.
From my Android device using OpenVPN Connect app I'm able to succesfully connect to the network using the file while on cellular data -- at least, the OpenVPN app says I'm connected. When I try to access the internet, it doesn't work. When I try to access other devices on my home network, it doesn't work. And if I try to ping the local address assigned to my phone (shown in the OpenVPN app) from my Windows machine, no response.
From here, I tried pretty much every combination of selections on the VPN screen (TCP, UDP, different ports, different selections under the "Clients will use..." selector). The results are always the same: the connection is "successful," but there seems to be no inbound or outbound connectivity.
Curiously, I noticed the LAN IP address my phone was assigned when connecting was one that was already in use on the network. Router is set up as DHCP server for 192.168.2.2 through 192.168.2.99 -- .2 through .9 are already in use by LAN devices. The VPN consistently assigns 192.168.2.2 or 192.168.2.3 to the phone's private IP, even if they're already in use. Additionally, if I check the Router's "Attached Devices" screen while my phone is connected, I see a VPN client device listed but the "local" and "remote" IP addresses seem backwards ("Remote IP Address" will say 192.168.2.2 and "Local IP Address" will say <my cell device's IP>).

Not sure what other information is relevant, I can include shots from the OpenVPN Connect app, or logs. Any ideas?
