WNR3500Lv2 with Nighthawk X10 R9000

I know that the WNR3500Lv2 has an Access Point mode, can this be used with the Nighthawk X10 ?

Should work well. If you can run a network cable to the garage. That's how AP mode works.
If it is too far to run a network cable, and the garage is on the same mains circuit as the router without too many fuse boxes, you could consider Powerline Ethernet as a way of wiring the WNR3500Lv2 back to the router.

What do you have in mind?
Which Nighthawk X10?
Put WNR3500Lv2 into AP mode. Plug into other router.
