So I am using my computer to host a website, and I can only access the site from computers that are connected to the router. How do I enable it so that other computers may access it too?
Is that accurate? Not R6700v2 or R6700v3? Firmware version?

Visit http://netgear.com/support , put in your (actual) model number, and look for Documentation. Get the User Manual. Look for "forward". Because a port-forwarding rule includes the server's LAN IP address , you'll probably also be interested in reserving a LAN IP address for it. Look for "reserve" in the User Manual.
I did this already, I opened the HTTP port on the correct computer and the only computers that are able to access it are local. When I try to access it wiith my phone or a different computer not connected to the network, it fails to connect.

What, exactly, does that mean to you? As usual, showing actual actions with their actual results (error messages, LED indicators, ...) can be more helpful than vague descriptions or interpretations.
The usual problems with this stuff are:
1. Wrong external IP address (different from the port-forwarding router's WAN/Internet IP address). (An intermediate NAT router, for example, could cause this.)
What's between your R6700[vX] and your ISP?
2. Bad port-forwarding rule (wrong port(s), wrong target address -- including a wandering target).
With my weak psychic powers, I can't see yours from here. Copy+paste is your friend.
3. Server not listening on the port-forwarding target system.
If local access works, then that should be ruled out.
4. External influences: ISP blocking, other firewalls, ...
Ask your ISP if they allow popular servers? Try using a (random-looking) port other than 80 as your external port?
