FURRYe38, thanks. I did get spec speed when the PC was wired to the ONT when they installed it, but today the speed is down when I wired direct.. So I contacted them again to send a third Tech out.
I did perform the "factory reset" after the FW update. All of the accessories are disabled.
At this point I do believe there is a problem with the ONT or down the wire..
