Once a power failure has been resolved, pretty much all of the Netgear hardware should return to whatever power state they were in before the power outage.
For your second question about WPS.
Netgear WiFi routers and extenders will often have a WPS button that you press for about 2 seconds, and then begining the WPS process on your client device as well.
They will also have a WPS wizard in the web UI of the netgear product which will pretty much do the same thing as pressing the WPS button.
PS, if you can avoid using WPS to connect, and instead manually enter in a password (WPA2 or WPA3), it will be better overall, especially since WPS is not as secure due to APs accepting pretty much any client device in range that also happens to be searching for an AP accepting WPS at that moment.
