OpenVPN IP Subnet
Issue
OpenVPN Client is receiving 192.168.254.2 as the private IP
Netgear RAX48 LAN Setup has 10.0.0.0/24 for the ip subnet.
Where does the RAX48 get the IP subnet used for Open VPN clients? Is the OpenVPN LAN subnet different from the Router's LAN Subnet?

Agree, what is on your screen shot above, 192.168.254.2 does not make any sense with your 10.0.0.1 LAN setup.
On your modem, what do you have selected for the pool of addresses available for your DHCP server. The DHCP server on your modem uses this pool to assign a local IP address to the OpenVPN connection.

I agree, I would have thought that the OpenVPN service would have given the OpenVPN client and address on the RAX48 LAN subnet.
However, comparing how OpenVPN service works on an ASUS router I see that they will give the OpenVPN clients a different internet ip address.
For further troubleshooting I made the following change to the RAX48.
LAN IP: 192.168.254.1
DHCP range: 192.168.254.2 - 192.168.254.254
Subnetmask: 255.255.255.0
Reboot router
Download new OpenVPN file for smartphones from RAX48
Connect from iphone( with WiFi disabled)
iPhone got a client ip of 192.168.255.2
Unable to communicate with devices on the RAX48 LAN network of 192.168.254.0/24
Next thoughts, does OpenVPN automatically setup the route and access list for its ip network to communicate with the RAX48 LAN network?

Checked my setup and Open VPN connection this morning over the Wi-Fi from a local restaurant. When the VPN connected, the IP address of my Samsung phone incremented the third and fourth octet of the router by 1. I have full access to all devices on the router LAN. I am using TCP mode and I have all sites on the internet and home network option checked. Also note I am using No-ip for a DDNS.
Maybe your third octet being set at 254 causes a problem. You might try something lower in the range. I use 10.0.55.1 for my router IP. Connected to the VPN my phone received an IP of 10.0.56.2.
