RAX10-100NAS Port forwarding not working for port 28960

RAX10-100NAS Port forwarding not working for port 28960
Updated firmware to latest, LAN is 10.7.48.xxx network. Forwarding port 80 is working to web server, port 28960 is not being forwarded.
The was working with my previous Cisco appliance but i cannot get the NetGear to work.

"not working" is not a useful problem description. It does not say
what you did. It does not say what happened when you did it. As usual,
showing actual actions (commands) with their actual results (error
messages, LED indicators, ...) can be more helpful than vague
descriptions or interpretations.

I'd expect that the first two rules could be combined into one
(TCP+UDP), but I wouldn't expect that to be fatal.

That suggests that usual-problem 1 is not it. And 4 seldom is, so
I'd start with 2 and 3.

configured.
