RAX120 WebUI access from different VLAN than PC

I have several Netgear routers I have accumulated over the years (AC2100, RAX78, RAX120v2).  Trying to set each one up as access point on separate vlans so they can each have unique DHCP IP range (defined per vlan) and I can set up firewall rules by VLAN as well.  Having an issue with the RAX120 only (latest FW installed V1.2.9.52).  All the others work fine.  Config is CM1000 --> pfSense (router/firewall v2.7.2) --> Switch (TP-Link TL-SG108E) --> Access Points.  Tested each port on the switch to make sure I was getting the proper IP for untagged VLAN assigned to each specific port.   When RAX120 is on a different VLAN from thePC (Win 11) trying to access WebUI I get error message "Bad Request This server does not support the operation requested by your client".  If I move RAX120 to same VLAN as PC it works fine.  I originally thought there might be a firewall rule causing the issue but that doesn't appear to be the case. Tried the AC2100 and RAX78 on different VLAN from PC and can access WebUI with no issue. That rules out the firewall rules. Evern tried creating new VLAN from scratch and had same issue.  All Access Points are configured to use DHCP and assigned static IP address on the specific VLAN I test on.  Tried accessing WebUI from two different PCs with same result and tried Chrome, Firefox and Edge to rule out browser issue.   Note that I also did a reset and loaded all settings again to be safe.  Unfortunately I am 4 days over the complimentary support so I couldn't contact support.  Anyone have a suggestion as to where to look?
