RAX20: can I set WPA3-SAE+WPA2-PSK mixed?
Other brands can set WPA3-SAE+WPA2-AES mixed mode, so clients that supports WPA3-SAE can use WPA3, while older clients can still use WPA2-AES.
but how to do this with RAX20?

If you need this then you should return the RAX and find something that does.
Good Luck.
