You may be a candidate for the TFTP recovery scheme. See, for
example:

I'd forget any Netgear-supplied app, and use a web browser on a
computer with an Ethernet connection to the router. (Which you'd need
for the TFTP recovery scheme, too.)

For future reference, "can't" is not a useful problem description.
It does not say what you did. It does not say what happened when you
did it. As usual, showing actual actions (commands) with their actual
results (error messages, LED indicators, ...) can be more helpful than
vague descriptions or interpretations.

The TFTP recovery scheme is a multi-step procedure which offers
multiple opportunities for user input, hence user error. By itself,
saying that you "tried" it doesn't say much. And "not work" is no
better. As usual, showing actual actions (commands) with their actual
results (error messages, LED indicators, ...) can be more helpful than
vague descriptions or interpretations. Especially when using a
command-line program, copy+paste is your friend.

"tried changing the ip address" of _what_? The crippled router
should already be at "192.168.1.1". Your computer should be at a
similar but different address, like, say, "192.168.1.10". Read the
instructions again, more carefully?

Re: RAX200 Power LED is blinks slowly and continuously
Sorry, if I can't answer you soon, maybe, because I'm not good at English, and because I'm in the sea, 4G signal is poor.
