Does it restart after the progress bar gets to the end? Sometimes it does take a few seconds after the progress bar gets to the end.

What modem/gateway is it connected to?

Which settings in the router are you changing?
Are you connected wirelessly or with a wired connection when making these changes?

The huawei hg612b has its own integrated modem. it can put you in a double nat.
do you have the netgear's ip address entered in the huawei's dmz?
or the huawei in passthrough mode?
or you can try the netgear in access point mode and let the huawei control the routing.
