Slow upload speed using ethernet RAX70

My model number is actually the RAX70 but it wont let me type that in. I believe I paid around $360 for this router.
I recently moved and got Frontier Fios fiber optic gigabit service 1Gb down and up.
Over wifi I am seeing speeds of up to 800 Mbps down and up.
Over ethernet I am getting about 940 down but getting as low as 1.3 up. The most I have seen so far for upload was 60 Mbps.
For troubleshooting, so far I have tried:
3 different ethernet cables including cat 5e, 7, and 8.
Connected my pc directly to the fios box, the issue did not persist.
Factory reset my router and set it up from scratch.
Tried every ethernet port on the router.
I am pretty sure I have it isolated down to the router at this point. I am hoping its some kind of configuration issue despite doing a factory reset since my warantee is already expired. Hopefully recognizes this issue and know a fix. Please help!
