What modem/gateway is it connected to?

Your apartment has some sort of modem/gateway/connection.
What is that?
Thats the key question.
If its an apartment that supplies all the apartments with internet for free (part of the rent), they might have their own carrier grade (or less) gateway setup that changes the nat.

Netgear's consumer stuff is just that, consumer, which usually means attached to a modem of some sort.
One thing to check is the mode of your router.
If it comes from a router for the whole building, the RAX may have been in AP mode. The reset will have put it back into router mode.
