Can’t download files unless they’re over HTTPS
It works fine either way if I connect to a VPN. It works fine either way if I’m plugged directly in to my cable router.
It happens on every device, whether on WiFi or wired and connected to the satellite or the router.
It’s a fresh setup with the latest firmware of the RBR850.

What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too? Built in router here by chance? If so, This would be a double NAT (two router) condition which isn't recommended. https://kb.netgear.com/30186/What-is-Double-NAT

Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the Orbi router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.

I’m not at it right now, but it’s one of the AT&T Pace modems I believe. I have the Orbi in DMZ+ and all the WiFi turned off.
It’s the same setup as all my previous routers have used. I’m upgrading from a different mesh router because my router died out of warranty and I can’t replace it without replacing the satellites too.

Ah, seen others with problems with Orbi connected to PACE modems and there DMZ before. I recommend you ask your ISP to upgrade your modem to an Arris if possible.
For now, try this, disable the DMZ+ on the PACE modem and configure the Orbi AX RBR for AP mode.

Ok. Something is happening with your system and your modem then. Others have not seen this issue. Same for me.
Possible you may have a faulty RBR.
There is newer FW available that you can try.
