The problem was in the Auto Update services.
We presume on next official release that v.2 will no longer be the most current. We don't get information on if or when NG will push new FW.
Yes, it's not recommended to downgrade FW.
Only issue we are tracking now is that users are seeing better results with enabling Email Logging to help stave off mysterious reboots. I as well have seen no reboots since we enabled Email logging. I recommend you try this as well:
We have already let NG know about this and they are aware of this.
Roaming can be many things. It's up to devices to pick and choose where they connect to and roam to and from. Also distances between the RBR and RBS are a factor as well. Channels being used and transmit power can also play a part.
Having too much wifi signals as well can be bad:

My problem of not being able to access the interface is now fixed. After over a month of not being able to connect via a browser or the app I can now use both. I assume Netgear pushed a new firmware again, or some other update. I am now on V4.6.8.2_2.1.9.

Yes, NG was updating users with no access. Glad it's back.
Be sure to save off a back up configuration to file for safe keeping. Saves time if a reset is needed.

Noticed there was a new firmware for the 8xx series. Is there expected a similar release for the 7xx series soon?

Yes, .5 is on the download site. The question is does it fix anything and what new undesired features did they introduce?

Still check the forums to see what's going on.
And I am also still running my old Airport Extreme as my router and the Orbi in AP mode until I lock in on a different long term solution.

Looking at Merakai Go or Ubiquiti. Merakai would need to update to support > 1Gbps LAN/WAN connection before I would purchase.

Might give this v.5 a try. My 8 series saw good uptime though with Email logging enabled.

Just updated to the .5, following your new threads suggestion. It's working fine so far, now to check over the course of several weeks.
I also implemented the email logging feature you'd suggested as well. I'm thinking that may have more to do with stability than the specific firmware. But new security patches are always good.
