What is the CAT# lan cable between the modem and router? CAT6 is recommended.
Is Armor or Parental controls enabled on the RBR?
Has a power off for 1 minute then back ON with the ISP modem and router been performed since last update?
Be sure to restart your network in this sequence:
Turn off and unplug modem.
Turn off router and computers.
Plug in and turn on modem. Wait 2 minutes for it to connect.
Turn on the router and wait 2 minutes for it to connect.
Turn on computers and rest of network.
Has a factory reset and setup from scratch been performed since last FW update?

Yes

I would power OFF the ISP modem for 1 minute then back on. Factory reset the RBR and setup from scratch. Turn OFF the RBS for now. Disconnect ALL other devices from the RBR. Setup the RBR from scratch using 1 wired PC and web browser.
Be sure to not enable Armor, SPC or Traffic Meter. Once you complete the setup wizard. Log out of the web page and close the browser.
Run a speed test using Ooklas installable speed test app.
Also try speed testing with a different PC as well to compare results.
