I'm also considering setting up VLANS using my RBRE960 and I'm a little uncertain about your response, so was hoping you could help me to understand better.
On the one hand you say that the routers don't have the functionality but the page you referred to in your response explains how to set up tagged VLAN groups. To expand on what I think your saying (after reading page 92 of the manual); "the routers allow you to create the VLAN groups but more would be required to establish a VLAN fully". Is my interpretation of your response correct?
If so, if I have a Cisco switch (which I don't yet know how to use!). Could I then configure the VLANs on that switch and if so, do I even need the router for VLAN config? (I'm a total newbie to setting up VLANs).
Final question: is there any limitation of VLAN functionality over wifi. Does this mean that even if I can configure the VLANs on the Cisco switch that I would not be able to use those VLANs on WiFi or similar limitations?

The WiFi SSIDs have zero capability for VLANs of any kind. Zero.
The User Guide is specific that some Internet Service Providers use a VLAN to support IP television and require IP TVs to be be connected with Ethernet on a specific VLAN. This has nothing to do with creating VLANs on the LAN side of the router to segregate devices into different network segments.
There are Netgear routers which support VLANs, but the Orbi residential series do not.
