What materials is your home made from? Certain materials block wifi better than others.
If you're wondering which is going to have better performance, then I'd get another satellite for the orbi. The EAX80 is only a dual band device versus the orbi is triband with the dedicated backhaul

if the satellite is only 1 floor away, try moving it around. maybe hvac in the floors could be causing issues.

30 feet or more is recommended in between RBR and RBS to begin with depending upon building materials when wirelessly connected.
