iPhone VPN Client won't connect to RBR750P VPN.

With the Surboard being "only a modem", it makes no sense that the Orbi Advanced Tab page shows a different IP address for the router than the "What is my IP?" web sites.
Sounds like a call to the ISP technical support is in order.

Maybe I misunderstood. I can't even connect to the VPN in my iphone.
Logs just keep retrying to connect.
"Connecting to [ddns-redacted]:12973 (IP number) "which is not my current IP" via UDP.
I was simply saying that I was not connecting via my home WiFi so I would have a different IP.

Correct. My question concerns the Orbi public IP address reported on the web interface, Advanced Tab. (In the Orbi 'app' this appears in the Router "Settings" under Internet Port.) Comparing that IP with what is reported by internet web sites.
This IP must be 'public' and available for a connection from the internet. If so, these two IP addresses will be the same.
If they are not the same, then a VPN connection is impossible.
With "verb 5" in the config file, a connection attempt should report quite a bit of information in the log file.leading up to the "time out" failure.

Ok, I think I'm following you now.
Both Orbi public IP and ones reported from "whatismyipaddress.com" are the same.
the logs I get are,
Connecting to [ddns] like before
Server poll timeout, trying next remote entry...
EVENT: RECONNECTING
EVENT: RESOLVE
Contacting ip address # via UDP
EVENT: WAIT
and then it repeats itself until it disconnects
